According to the instruction manual, that dowel was the 3 shot plug. Years later, I traded an SKS for a Mossberg 500 with a 24" barrel that was made up for J.C. Penny when they still sold guns. It came with a wooen dowel that had a rubber "o" ring on it. Accoding to the instruction manual, that dowel was the 3 shot plug.
