Back that screw out about 1/4 turn and see if that's it. That's a ease of steering adjustment, I guess. I hope that solves your problem. Runs wide open for 3 or 4 minutes then surges. Wait 30 seconds and hit it again wide open runs fine for 2 minutes. Then surges. New tank, new fuel line to the motor, new bulb, new low pressure pump and filter before that pump, new high pressure pump and cleaned VST. 2 stroke Mercury 60 problems. I have a 2003 Mercury 60. It will run fine out of the water with ear muffs on it. When I try to run it in the water though, it will bog down big time at full throttle.
