There are a lot of mods labelled as conquest on the steam workshop that do allow you to actually take over cities. But understand that it'll just be a big somewhat pre-built base., 2 waystations sorta nearby. If you're super ballsy, best free recruits in the game are rescuing escaped servants from fogmen. If you can carry one and run after unlocking them, you might be able to trigger them to be friendly once you get to a safer zone.
