Afaik the Elgacia powerpass comes with 1460 Relic gear while the South Vern pass comes with 1340 Legendary gear. South Vern pass gives 1415 Relic Gear, used it yesterday so I can confirm. What you might want to do is either knowledge transfer to South Vern with gold or wait for the soul eater power pass. Then buy elgacia for 10$.
